This was the explanation given by former commissioner Art de la Cruz of why the other county commissioners should spend $20,000 to send him on a trip to the luxurious French Riviera resort town of Cannes for a real estate convention at which he was supposedly going to persuade jet-set multi-millionaires to invest their money in Bernalillo County.
